Chapter One: Introduction

1.1 Background of the Study

Public works policies have historically been used as a tool to combat unemployment, particularly in regions facing economic challenges. These policies involve government-funded projects aimed at creating jobs while improving public infrastructure, such as roads, schools, and hospitals (Chukwuma & Ezekiel, 2023). In Pankshin Local Government, Plateau State, unemployment has remained a persistent issue, particularly among youth and unskilled laborers.

To address this challenge, the government has introduced public works programs that offer temporary employment opportunities and improve infrastructure. While these initiatives have had some positive impact, questions remain about their sustainability and long-term effectiveness in reducing unemployment (Ibrahim et al., 2024). This study examines the effectiveness of public works policies in Pankshin Local Government, identifying their successes, challenges, and areas for improvement.

1.2 Statement of the Problem

Despite the implementation of public works policies in Pankshin Local Government, unemployment rates remain high. Challenges such as limited funding, corruption, and the temporary nature of these programs undermine their effectiveness (Abubakar et al., 2023). This study seeks to evaluate the impact of public works policies on unemployment and explore strategies to enhance their sustainability and impact.

1.3 Objectives of the Study

1. To assess the effectiveness of public works policies in reducing unemployment in Pankshin Local Government.

2. To identify the challenges faced in implementing these policies.

3. To propose strategies for enhancing the effectiveness and sustainability of public works programs.

1.4 Research Questions

1. How effective are public works policies in reducing unemployment in Pankshin Local Government?

2. What challenges hinder the successful implementation of these policies?

3. What strategies can improve the effectiveness and sustainability of public works programs?

1.5 Research Hypothesis

1. Public works policies have significantly reduced unemployment in Pankshin Local Government.

2. Implementation challenges negatively impact the effectiveness of public works programs.

3. Improved funding and monitoring enhance the sustainability of public works policies.

1.6 Significance of the Study

This study is significant as it evaluates the role of public works policies in addressing unemployment in Pankshin Local Government. The findings will inform policymakers, development planners, and stakeholders on improving the design and implementation of public works programs, ensuring their sustainability and long-term impact.

1.7 Scope and Limitations of the Study

The study focuses on public works policies implemented in Pankshin Local Government and their impact on unemployment.

1.8 Operational Definition of Terms

• Public Works Policies: Government-funded initiatives aimed at creating jobs through infrastructure development and maintenance.

• Unemployment: The condition of being jobless while actively seeking employment opportunities.

• Sustainability: The ability of a program or policy to maintain its effectiveness over time.
